What is the LLaMA 4 no-RoPE global layer and its failur...

Without positional encoding (RoPE), the global layer treats all positions as equidistant, relying entirely on content similarity. This enables the model to extrapolate well beyond its training context. However, the lack of a distance penalty creates a failure mode: the model may perform false-positive retrievals by favoring content-similar but irrelevant tokens located far away over correct nearby tokens. This is typically mitigated by keeping global layers sparse.
