Entailment is a property of the fixed text and does not necessarily reflect how the model produced the answer. A passage may entail a claim that the model generated without actually using that passage. To determine if a citation is decorative, one should remove each passage in turn, regenerate the answer, and measure the drop in quality. If there is no measurable drop, the citation is decorative regardless of the entailment check results.
